According to the data, in 1994, the largest single case of computer crime on the mainland caused losses of 14 million yuan. In 1998, the mainland's public security organs accepted more than 100 cases of information network crimes, and in 1999 the number increased to more than 400. With the emergence and growth of network-related violations and crimes, it is imperative to strengthen governance in the cyber field.

In February 1994, the State Council promulgated the Regulations of the People's Republic of China on the Security Protection of Computer Information Systems, marking that the security protection of the mainland's computer information systems has embarked on the track of legalization, standardization and modernization. Two years later, the State Council promulgated and implemented the "Interim Regulations on the Management of the International Networking of People's Republic of China Computer Information Networks" to strengthen the management of the international networking of computer information networks and ensure the healthy development of international computer information exchanges......

On December 16, 2015, General Secretary Xi Jinping attended the opening ceremony of the 2nd World Internet Conference. In his keynote speech, General Secretary Xi Jinping creatively put forward the "Four Principles" to promote the reform of the global Internet governance system and the "Five-Point Proposal" for building a community with a shared future in cyberspace, emphasizing that "China is ready to work with other countries to strengthen dialogue and exchanges, effectively manage differences, promote the formulation of international rules on cyberspace that are generally accepted by all parties, formulate an international convention on counter-terrorism in cyberspace, improve the judicial assistance mechanism for combating cybercrime, and jointly safeguard peace and security in cyberspace."
Building a community with a shared future in cyberspace is China's plan to adapt to the changes of the times and respond to the needs of the world. Over the years, this concept has been continuously enriched and developed.
From advocating for a system of principles and rules based on the UN Charter, actively participating in the process of international governance of cyberspace, to promoting the final report of the UN "dual-track" negotiation process; From promoting the internationalization of the Internet Corporation for Assigned Names and Numbers to engaging constructively in the work of the United Nations Open Working Group on Information Security...... Establish dialogue mechanisms such as the China-Russia Information Security Consultation Mechanism, the China-US Law Enforcement and Cyber Security Dialogue, and the China-EU Cyber Working Group Mechanism; The "2019 China-Germany Internet Economy Dialogue", "China-UK Internet Roundtable", "China-Korea Internet Roundtable", "China-ASEAN Information Port Forum", "China-Africa Internet Development and Cooperation Forum" and other activities will be held...... At present, there is a high incidence of cross-border cybercrime around the world, which has seriously affected the personal and property safety of people in all countries and threatened the stable development of countries and regions.
In 2013, the "Operation Angel" initiated by the police of China and the United States and jointly carried out by 20 countries and regions jointly carried out joint law enforcement destroyed a number of child pornographic websites and arrested more than 250 criminal suspects. In August 2023, the police of China, Thailand, Myanmar and Laos launched a special joint operation to crack down on gambling and fraud syndicates to crack down on telecommunications network fraud and online gambling crimes in the region...... The joint actions to combat transnational cybercrime have become a vivid footnote to China's efforts to strengthen international cyber law enforcement and judicial cooperation and maintain peace and tranquility in cyberspace.
The protection of minors online is related to the vital interests of hundreds of millions of minors and affects the peace and happiness of hundreds of millions of families. Effectively protecting the lawful rights and interests of minors and strengthening the protection of minors online in accordance with law has become a global consensus, and it requires global joint governance.
Focusing on issues such as responding to child cyberbullying, tackling child pornography, and using new technologies to protect children's safety, the mainland actively carries out exchanges and cooperation with international organizations such as UNICEF, the International Federation of Internet Whistleblowing Hotlines, and relevant departments of United Kingdom, Germany, U.A.E. and other countries, to share experience in the protection and governance of minors online. At the same time, China has also joined the "WePROTECT Global Alliance to End Child Sexual Exploitation Online", working with more than 200 governments, enterprises and civil society organizations around the world to combat online sexual exploitation and abuse of children and create a safer online environment for children.
General Secretary Xi Jinping pointed out that "all countries should promote openness and cooperation in the field of the Internet, enrich the connotation of openness, improve the level of openness, build more platforms for communication and cooperation, create more points of convergence of interests, growth points for cooperation, and new highlights for win-win results, and promote complementary advantages and common development in cyberspace."
Through multilateral platforms such as the BRICS Cooperation Mechanism, the Shanghai Cooperation Organization, the Asian-African Legal Consultative Organization, and the ASEAN Regional Forum, the mainland has actively exchanged views, experiences, and practices with other countries on the construction of the rule of law on the Internet, such as online legislation, law enforcement, justice, and legal popularization. At the same time, we will support Internet industry organizations in establishing international exchange platforms such as the China Internet Governance Forum, promote consensus among Chinese and foreign Internet communities, and jointly solve issues such as digital inclusion and data governance facing the development of the Internet industry.
